With the rainfall Cornwall has received recently, there’s been an increase in incidents of flooding across the Duchy. Here are some ways you can support residents who have recently experienced flooding:

* Encourage them to report the flood via Cornwall Council’s report a flood web page (https://cornwall.us10.list-manage.com/track/click?u=8b22106188babc3bc72a50b07&id=49a4d06697&e=3420d0621c) . This process ensures that the right team is made aware and can investigate.

* Tell them about the Council’s Property Flood Resilience grant scheme. This scheme helps residents install measures like flood doors and barriers to protect their home. Residents can complete an expression of interest on the Let’s Talk Cornwall site (https://cornwall.us10.list-manage.com/track/click?u=8b22106188babc3bc72a50b07&id=a5ceef48cd&e=3420d0621c) .

 

For residents who are interested in increasing their preparedness for future flood events, you can also:

* Encourage them to check their flood risk using the Environment Agency’s check your flood risk tool (https://cornwall.us10.list-manage.com/track/click?u=8b22106188babc3bc72a50b07&id=2f9955fa82&e=3420d0621c) .

Cornwall Community Flood Forum (CCFF) works with town and parish councils and communities to prepare flood plans, train volunteer flood wardens and provide PPE grants.  ** Commerical waste at household waste and recycling centres

------------------------------------------------------------

 

Traders and businesses can now dispose of commercial waste at five of Cornwall’s household waste and recycling centres.

 

The service is available at Launceston, St Erth, Newquay, St Austell, and Bude.

 

Charges apply and vary depending on the material and vehicle size. Customers must book in advance.

** Cornwall Local Plan: Planning to 2050 – Join in

------------------------------------------------------------

 

Cornwall Council is creating a plan for what Cornwall can become in the next 20 years. The Council wants to find ways to treasure what's important and shape the rules for local planning in Cornwall.

 

Events will be happening all around Cornwall and all are welcome to join in. Towns and parishes are asked to help spread the word. ** Permission in Principle guidance

------------------------------------------------------------

 

Cornwall Council is receiving more planning applications for Permission in Principle. This type of application has a limited range of factors that can be taken into consideration.

 

The Council’s Development Management Team have prepared some guidance to help local councils (https://cornwall.us10.list-manage.com/track/click?u=8b22106188babc3bc72a50b07&id=ced9bc8175&e=3420d0621c) understand how to consider these applications and frame their comments.

 

 

** Local council planning training on 30 September

------------------------------------------------------------

 

Join Cornwall Council’s Planning Policy team on Tuesday 30 September, 4.00-5.15pm, for updates on:

* Latest Planning Changes – With Rob Lacey, Planning Policy Manager

* Neighbourhood Planning – Latest on the Neighbourhood Priorities Statement (NPS) pilot and getting started with NPS

 

This will be an online event via Teams. The link to join has been sent to clerks for cascading to all local councillors.

** Take action on climate change with a free CPD programme

Town and parish councillors and clerks are invited to join a fully funded Climate Skills Through Creativity continuing professional development (CPD) accredited course and gain practical skills to tackle climate challenges in Cornwall. Run by Climate Vision, this hands-on programme empowers individuals and businesses with resilience-building tools and innovative solutions.

** Rights of Way Improvement Plan Baseline Survey

Please share this information with people in your area.

 

Cornwall Council wants to understand the experiences and priorities of people using public rights of way as part of a baseline survey. The survey results will help shape a new Rights of Way Improvement Plan, which must balance the needs of everyone, including walkers, horse riders, cyclists, and people with mobility challenges or sensory impairments.

 

The survey opened in July and is available until 28 September at on Let’s Talk Cornwall (https://cornwall.us10.list-manage.com/track/click?u=8b22106188babc3bc72a50b07&id=9a1ba9ba60&e=3420d0621c) .

 

Town and parish councils are also invited to provide written representation to help inform the plan, by emailing rowip@cornwall.gov.uk (mailto:rowip@cornwall.gov.uk) by 31 October 2025.

** Cornwall Fire and Rescue Service consultation

------------------------------------------------------------

 

Town and parish councils are invited to contribute to Cornwall Fire and Rescue Service’s Community Risk Management Plan (CRMP) consultation.

 

Your insights are vital in helping to develop the CRMP – a strategic document that outlines how Cornwall Fire and Rescue Service will tackle the key risks and challenges facing our communities over the next four years.

 

The CRMP survey (https://cornwall.us10.list-manage.com/track/click?u=8b22106188babc3bc72a50b07&id=f217b22f80&e=3420d0621c) takes just 5-10 minutes to complete on Let’s Talk Cornwall and closes on 30 October.

** Scam alerts for Cornwall

Fake unpaid parking fine notices

 

Scammers are continuing to send fake texts claiming people have been issued with a parking penalty notice (PCN) using spoofed mobile numbers and email addresses. The text tells you that you must pay a £20 parking fine and says that this is your final notice.

 

Winter Fuel Payments DWP

 

After the recent Winter Fuel Payment announcements, scammers have been busy impersonating the Department for Work and Pensions. Fake messages include scam links to websites designed to steal your personal and financial information. DWP will never contact you by text to apply for payments that are part of the Winter Fuel Payment. If you receive a scam text message, you can forward it to the National Cyber Security Service on 7726

 

Fake QR codes

 

QR codes across the country are being tampered with in an attempt to scam motorists. Vandalised QR codes take you through to a fake website and ask for your bank details. If you scan a QR code in a Cornwall Council car park, please check that it redirects you to BuzzPay, Cornwall Council’s express payment provider. There have been no reports of this occurring in Cornwall at this time and Council teams regularly check all signage in Cornwall Council car parks to ensure it is safe to use.

 

This has also been seen in a Boots Pharmacy across the country where the NHS QR code had been replaced with a fake QR code placed over it to steal personal details and acquire bank details for prescription services.
